Mission Statement
The members of the Belle Plaine Police Department are dedicated to offering the highest quality of police service to our community. We place the greatest value on the safety and concerns of the citizens we serve with the knowledge that we are accountable to those very same people.
Impartiality, integrity, ethics, and professionalism are key workings to increase community safety, protect life and property, and reduce crime and the fear of crime. To do this, the department and its individual members, both civilian and sworn, are committed to the pursuit of excellence and vow to strengthen a partnership with the community to resolve problems, and strive to improve the safety and quality of life in our city.
Community Crime Map
The Belle Plaine Police Department now provides a new way for the public to stay informed about crime in Scott County. The Belle Plaine Police Department has an online crime map called Community Crime Map that maps and analyzes crime data, alerts Scott County citizens about crimes in their area, and allows the Belle Plaine Police Department to quickly alert the public about crimes as they occur.
Belle Plaine citizens can view a map and grid with all of the crimes in their area, sign up for neighborhood watch reports that automatically email a breakdown of recent crime activity, and submit an anonymous tip about a crime directly to their law enforcement agency. Community Crime Map automatically syncs with the Scott County Sheriff's Office's records system to keep crime information updated online. Community Crime Map cleans and geocodes the crime data, then displays all of the incidents on a map, grid and analytics dashboard along with some basic information about the incidents, including the type of crime, location type, block-level address, date and time.

Types of Crimes Displayed
In order to protect our citizens privacy, not all types of incidents are displayed on the public map (i.e. sexual offense, domestic abuse, juvenile crimes, civil paper services).

The Belle Plaine Police Department has joined forces with Crime Stoppers of Minnesota to increase ways that citizens can pass on information about crimes and remain anonymous. Anonymous persons giving tips may be eligible to collect up to $1000 in reward. Tips may be turned in at a toll free phone number, online or through SMS text messaging from a cell phone, all supplied and maintained by Crime Stoppers of Minnesota.
People with knowledge of a crime or a fugitive can anonymously provide information to Crime Stoppers by calling 1-800-222-TIPS [8477], going online, or by texting on a cell phone TIP674, plus the message then sending it to CRIMES [274637]. Crime Stoppers accepts tips in any language by the phone.
The State of Minnesota operates under a Graduated Drivers License System.
The Graduated License System is designed to move teen drivers incrementally towards full licensure. The graduated system limits high risk driving situations through restrictions and increases adult supervision. Before the novice driver can move forward through the graduated licensing system, they must meet certain performance and educational criteria that strengthens their driving knowledge, skill and confidence.

Police, Schools, Parents & the Community: Working Together to Make a Difference
Creating a safe community is a top priority for the Police Department.
A collaborative effort is needed between the Police Department, schools, parents, and the community, to make a difference in not only keeping the community safe, but to make a difference in the lives of our future generations. More than a destination at the end of the day, a community is a place you want to call home and where you should feel safe and secure.
- Bicycle Registration (PDF) - The police department provides free registration of any bicycle kept in the city limits. This service allows the department to quickly locate owners of found bikes and assists with important information if your bike is lost or stolen. Click on the link included, complete the registration form and return it to the police department.
- Business Registry (PDF) - For any business within the city limits to use. The police department will use this important information in case of an emergency or other situation that may arise at the place of business. Please complete and return a copy to the police department to start the registry or change the current file on your business.
- Citizen Complaint (PDF) - If you have a complaint regarding contact that you had with the police department this form may be used. Please fill the form completely and return the chief of police.
- Dog Licensing (PDF) - All dogs over 6 months of age must be licensed with the City. The license tag you receive must be worn by your dog at all times. Licensing provides the City with a method of ensuring dogs are properly vaccinated against rabies. Additionally, dog owners receive tremendous value from a license, in that authorities make every effort to return lost dogs to their homes when they are wearing a current license. All other dogs are transported to the animal shelter where impounding and boarding fees are charged.
- Firearm Application (PDF) - Use this application if you intend purchase or transfer a firearm. Please fill out highlighted areas.
- House Watch (PDF) - This program assists homeowners who leave town or are unable to be home and request that the police check their residence while they are away. Simply fill out form with the necessary information and return it to the police department.
- Ride-Along (PDF) - Occasionally the police department gets requests for a citizen to "ride-along" with an officer during their shift. The ride-along must be pre-approved by the chief of police and the form must be completed and signed. The typical ride-along length is 4 hours.
- Vulnerable Adult Check (PDF) - This form is available so loved ones can register their elderly or vulnerable adult family to be check on by police should we go into a Shelter in Place situation.
